All moneys received on behalf of the Federation by any member other than the Hon. Treasurer or Hon. Secretary must be promptly handed over to one of the said officers. |

The Hon. Treasurer shall keep such banking accounts as may be approved by the Council. |

9.3. |
The Hon. Treasurer shall make such payments as may from time to time be directed by the Council |
